Refinery reconfiguration for margins improvement

By 2015, Asia’s share of global fuel demand is projected to increase to 30%, particularly for middle distillates.  To match the soaring demand for fuel from Asia and rest of the world, a spate of new refineries, with a total capacity of 7 million barrels per day, has been announced to be built over the next 5 years. Half of this new capacity will be in Asia.

China and India, Asia’s key energy consumers, have set out their plans to expand refining capacities.  China’s Sinopec recently announced its joint venture on a refinery expansion project with Saudi Aramco and ExxonMobil, that will triple the existing capacity to 240 MBpd by 2009.  Meanwhile, India would be in a surplus position with the commissioning of their export-oriented refinery projects such as Reliance Petroleum’s 580 MBpd refinery at Jamnagar.

Refineries have been profiting from the ongoing global shortage in refining capacity, which has sent crack spreads soaring. So will the picture be as rosy as desired? Though little new refining capacity will be added in 2007, the announced projects and capacity additions that are scheduled after 2007 faced challenges with rising EPC cost and shortage of skilled professional.  Thus, will product prices rise high enough to support the cost of new refineries?

While waiting for new capacity to come on stream, the pressure to meet the new low sulphur fuel standards, demand/production efficiency and CO2 /emissions reductions also prompted some Asian refineries for refinery modernization and reconfiguration.
