Carbon Holdings of Egypt has let a project management consultancy contract to Foster Wheeler USA Corp. for a polyethylene facility at a petrochemical complex it is developing in Ain Sokhna, Egypt. The facility is due on stream in 2015. at Ain Sokhna with capacities of 450,000 tpy each. One train will produce high-density polyethylene. Two swing lines are to produce linear low-density polyethylene and high-density polyethylene. to evaluate the proposed construction of a steam cracker complex at Ain Sokhna capable of producing 400,000 tpy of propylene and 900,000 tpy of ethylene from naphtha.

The Middle East and North African region is well poised to become the world's petrochemical hub, building on its cost-advantaged feedstock position, rising demand for petrochemical products globally and the efforts of regional governments to expand the sector with a slew of massive capacity addition exercises.
"The increasing capacity additions in the MENA petrochemical sector, sustainably supported by governments' plans to diversify their economies, have been instrumental in the sector's growth over the past few years. The fact that the MENA region is an ideal location for petrochemical production is also likely to support growth in the sector going forward. The region's proximity to demand-dense areas such as Asia led by China and India offers significant logistics advantages for petrochemical manufacturers," said Shailesh Dash, Founder and Chief Executive of Al Masah Capital.

China may become dependent on petrochemicals imports in the long run as it plans short term measures to curb over-capacity, according to a new analysis by Business Monitor International (BMI).
However, there are growing concerns that the industry is growing too fast, yet lagging behind in terms of efficiency and cost competitiveness. In response to concerns raised in industry circles, the China Petroleum and Chemical Industry Association (CPCIA) has set out plans for the restructuring of the petrochemical industry.
The guidelines recommend that China increase its ethylene output to between 21- 23mn tpa by 2015, which is below the 24.7mn tpa BMI forecasts for 2014 based on current confirmed plans.
If implemented, the strategy could lead to the cancellation or delay of two or three ethylene crackers and associated downstream units. "While we caution that China will face over-capacity amid a short-term downturn in demand growth, we believe that in the long-term the limits proposed for cracker capacity could make the country more import-dependent and erode its competitiveness," BMI said in its analysis. BOPP Industry Powerbase Shifting from West to East -

The study concludes the Middle Eastern BOPP (bio-axially oriented polypropylene) segment is expected “to emerge as a significant regional production centre in the future, doubling its size in the next three years”.
A major factor in this expansion is supported by governments in the region to downstream industries which are seen as adding value to oil assets. PP resin production, film extrusion, flexible packaging and food processing are all industries targeted for expansion in the region, said the report.
“Middle Eastern BOPP film producers are confident of strong regional demand growth from flexible packaging customers and increased opportunities to export volume based on their lower costs of production,” said report author Simon King.
The report predicts that between 2009-2014 there will be a “strategic shift in the balance of power away from the traditional suppliers of BOPP film”.
Previous market leaders such as Treofan and ExxonMobil, have already had to make room for new players such as Dubai-based Taghleef Industries and others emerging in India and China. In the last five years, Taghleef has invested in new low-cost equipment and also bought regionally based assets such as Radici Film, to emerge as one of the world’s largest BOPP film producers with a world-wide network of supply.

Roy Vardheim, CEO of Borouge announced that they are in the process of starting up the ethane cracker and polyethylene plant. The plant is reportedly the world’s biggest ethane cracker with 1.5 million tonnes (annually).
Vardheim said ‘It takes time. It’s a very complex operation, (and) you need to ramp up slowly... so you start with easier grades and then you gradually transfer to the difficult grades... We are also starting the biggest olefins conversion unit (of) 750,000 tonnes, converting ethylene to propylene.’
He mentioned that it will take between 12 – 18 months to ramp up production to full capacity.
Borouge will also start two polypropylene plants as part of the second – phase expansion project in the next few months. Each plant has an expected yearly production capacity of 400,000 tonnes of polypropylene.
