Indonesia's biofuel mandate has directed the use of biodiesel in transport, power and marine sectors. According to the Energy Ministry, the country plans to increase biodiesel blending to 20% in 2016, requiring more than 8 million tons of palm oil. Owing to the domestic demand, crude palm oil production is expected to rise to 31.5 million tons in 2015, from 29.5 million tons this year even as palm oil exports are set to decline. Indonesia's national carrier Garuda has stated that it will start mixing avtur (aviation turbine fuel) with biofuel from 2016. The crude palm oil (CPO)-based biofuel that Garuda will use, is currently being tested at state-owned oil and gas company PT Pertamina's laboratory. Although there are huge opportunities opened up by the biofuel mandate, experts say that Indonesia may actually use 1.8 million kiloliters of palm-based biodiesel this year, which is 45% below the set target of 3.3 million-kiloliter.
