"Aviation is an international market so greenhouse emissions are difficult to regulate. Individual countries are unwilling to impose conditions on their domestic airlines that might simply mean more business for airlines based elsewhere. The EU has finally taken a stand on this by imposing a carbon tax scheme on all airlines flying into or out of airports anywhere in the EU which will come into force in 2012. The scheme does not mandate biofuel usage, but there are only four means of reducing emissions; make engines more efficient, make airframes more aerodynamically efficient, fly less or use biofuels."
