Japan is the fastest-growing industrial biomass market globally. Relative to 2020 statistics, additional demand of 1.5 MT of biomass (1.1 MT of PKS and 0,4 MT of wood pellets) will be generated as new projects come online. The increasing usage of biomass brew concerns over traceability and legality, hence METI announced sustainability criteria and recommended certification program for imports of wood pellets, palm kernel shell (PKS) and palm trunk.

Under the current FiT rules, biomass power project developers are required to obtain a third-party certification to ensure that their feedstocks will be sustainably sourced, legal and traceable.

"Two entities of the Japanese power producer and supplier, eRex Co. Ltd. have recently become the first GGL certified companies by Control Union Certifications. Following this, Hanwa Co. Ltd. a biomass trading company in Japan has also successfully joined the two other companies. All three GGL certified companies fully comply with the chain of custody and sustainable sourcing standards for the use of biomass for power generation in Japan."

METI's latest guidelines require adoption of sustainability certification across the entire supply chain of PKS. As the COVID-19 pandemic has slowed progress in obtaining sustainability certification especially for PKS suppliers and palm oil plantations in Indonesia, Malaysia, Thailand, the industry has been granted a grace period with deadline of 31 March 2023 for PKS and palm trunk.

It is essential to boost the uptake of sustainability certification, else sourcing acceptable PKS could become challenging and costly.
