Japan’s Official Development Assistance (ODA) agency will work hand in hand with the Myanmar Port Authority (MPA) in the construction of a new harbor facility in the Thilawa SEZ to support upcoming commercial activities in the zone.
In what is expected to be the first of several designated industrial development zones, Thilawa SEZ, which spans across 5,000 acres, will be divided into classes A and B – with A consisting of high-tech industries and B consisting of labor-intensive industries.
The zone’s infrastructure will also be divided into off-site and on-site infrastructure, with the harbor, roads and bridges falling under the former and water sanitation system and electric wiring under the latter.
Governments and businessmen from both Myanmar and Japan will come together to form a joint venture developer company for this project, with investments from the locals and Japanese standing at 51-49 percent. The project is expected to be completed in 2015.
Mr. Masaki Takahara, Executive Managing Director of Japan External Trade Organization (JETRO), Myanmar, will provide an update on the Thilawa economic zone project at CMT’s Myanmar Transport & Logistics Summit in Yangon on May 12-15, 2013.

Japan raises aid for Thilawa Economic Zone, but delays persist

Foreign companies and investors are flocking into the new emerging Myanmar market, and Japanese firms are some of the first to enter Myanmar. According to official figures, Japanese entrants hit 75 in January this year, and more are expected to join as the local market blooms further.
With booming sectorial growth and influx of investments, the need to establish proper logistics, supply chain and transport infrastructure is ever more critical. Many large logistics solutions companies, including Japan’s largest logistics services company Nippon Express recognize this golden opportunity and has since set up a liaison office in Yangon.
Nippon Express will be focusing on local cargo transportation sector, namely air freight services, marine transport and roadways logistics services. President of the international logistics firm, Mr. Kenji Watanabe, noted that the company strives to improve Myanmar’s trade with its strong global network that spans over 80 countries.
Besides Nippon Express, notable German logistics giant DHL Express is also a prominent player in the Myanmar scene with a local presence of more than 30 years.
Myanmar’s ministers and many international C-level delegates will convene in Yangon at the inaugural Myanmar Transport & Logistics Summit on May 12-15, 2013. The summit, hosted by the Ministry of Transport and CMT, offers vital industry updates concerning transport and logistics masterplans as well as supply chain management opportunities and challenges.

Japanese officials have extended official development assistance (ODA) to Myanmar on top of a plan to cancel national debt to help complete the Thilawa special economic zone (SEZ).
The Japanese government has planned for a $56.1million ODA loan this year, with about 40% of it allocated to infrastructure projects spanning across the seven states and regions. This 40%, amounting to $22.4million, will be set aside to complete the Thilawa SEZ outside of Yangon.
Mr. Masaki Takahara, Executive Managing Director of Japan External Trade Organization (JETRO) in Yangon expressed that both writing off the debt and ODA are crucial for Japan and Myanmar. He noted,
“As JETRO is an organization that promotes Japanese trade and investment, we have been trying to invite Japanese investment towards Myanmar. But the lack of proper infrastructure is an obstacle for new investment.”
Japan’s aid is set to drive the completion of the Thilawa SEZ and extract this obstacle.
