Mr. Takada has been working as a government official for the Ministry of Finance (MOF) since 1995. He has had a wide range of experience in policy-making at the heart of the government including public finance, tax, trade policies and financial services. During over 20 years of his career he spent 5 years in the UK: study at Cambridge and LSE (1997-99), and secondment to HM Treasury (the UK finance ministry, 2003-06) where he worked on financial regulation, investment market policies and public spending.

In 2009, Mr. Takada became the first staff of the newly created National Policy Unit and worked in the Prime Minister’s Office and the Cabinet Secretariat as an architect of the new public finance framework and as a private advisor to the Prime Minister. After having held senior positions in the Finance Minister’s Secretariat responsible for policy coordination and public relations of the Ministry, he was seconded to the OECD, Paris, where he served as a Senior Policy Analyst at the Green Finance and Investment team, Environment Directorate, from 2015 to 2018.

After his return to Tokyo in 2018, Mr. Takada worked at several offices in the MOF and other parts of the government including the Climate Change Office at the Cabinet Secretariat (2021). From 2022, Mr. Takada served as the Director for Strategy Development at the Financial Services Agency, responsible for financial market policies including promotion of international financial centres and sustainable finance.

From June 2024, Mr. Takada has been seconded to the GX (Green Transformation) Acceleration Agency as its Director. The GX Acceleration Agency is newly launched by the Japanese Government in July 2024 to accelerate decarbonisation and green transformation in Japan and beyond.

Alongside his official jobs, in his private capacity, Mr. Takada launched the Green Finance Network Japan (GFNJ) in 2018 as its Secretary General. The GFNJ is an informal network that brings together key players on green finance in Japan from both public and private sectors and provides a platform for collaborating with international stakeholders.

Mr. Takada received a Bachelor degree in Law (University of Tokyo), a Master degree in Law (Cambridge University) and an MBA (Imperial College London).

SPEAKER PROFILE

 Nor A’in is currently the General Manager for PETRONAS Carbon Capture & Storage (CCS) in Carbon Management Division(CMD) and CEO of PETRONAS CCS Solutions Sdn Bhd. She is the Chairman of the Board for Jules Nautica Sdn Bhd-an incorporated JV to undertake the development of liquified CO2 (LCO2) ships for transboundary CCS.

 

She graduated with a Bachelor of Mechanical Engineering from Rensselaer Polytechnic Institute (RPI) in Troy New York, USA in 2001. In 2016, Nor A’in has obtained Project Management Professional (PMP) certification from Project Management Institute. Nor A’in started off her career with ExxonMobil in 2001 and in 2007 she pivoted to serve PETRONAS. Ever since, Nor A’in carried instrumental role in various offshore field development execution carrying the function as both regulator and project developer for offshore Malaysia hydrocarbon fields. Her experiences include Malaysia deep water projects Gumusut Kakap and Malikai and PETRONAS flagship project Kasawari. Her rich experience of 24 years managing projects has been a valuable contribution to her subsequent assignment in 2020 for PETRONAS Portfolio Intervention and Transition, charting new portfolio for PETRONAS to ride the era of energy transition.

 

Currently, she is leading the development of CCS Business for PETRONAS new venture by introducing different sets of thinking and perspective whilst observing compliance to technical and commercial assurance including risk management. It is evident that her solution focus approach and her experience as Project Director of mega project with complexity has come into play to the CCS Business development that she is leading in PETRONAS. She has been identified as one of the Thought Leaders in Sustainability upon her completion of Leadership Program on Sustainability in 2022; a joint program delivered by World Business Council for Sustainable Development (WBCSD), Yale University and IMD. She has also successfuly completed Cambridge University - Strategic Thinking for the CXO in pursuit of strengthening the effectiveness of her leadership in PETRONAS

Serving as the Vice President of Decarbonization Business Development and Energy Management at PLN, Mr. Ricky Cahya Andrian is leading the charge in transforming industrial challenges into sustainable opportunities. He works for PLN over 20 years in the Planning and Operational Power System. Now he has been closely to Green Hydrogen Production, Storage, Distribution and utilization in Indonesia. He joined Indonesia Fuell Cell Energy (IFHE).

Mr. Ricky has been instrumental in exploring circular carbon solutions, notably through microalgae-based carbon sequestration, which converts emissions into valuable bioproducts.

Furthermore, his work extends to the development of Green Hydrogen, positioning Danantara Indonesia and PLN as pioneers in the future of carbon-neutral fuels

Charlotte is Head of the Energy and Mining Speciality for Asia at Willis. Based in Singapore, she leads a multidisciplinary team focussed on delivering innovative risk management solutions across the complex and evolving energy sector.  She has extensive experience in the Natural Resources Insurance industry having worked in both London and Singapore and has played a key role in developing strategies that address the shifting dynamics of the global energy landscape including the transition to lower-carbon operations.

Charlotte and her team have supported energy companies in implementing a variety of transition technologies from initial consulting and risk advisory work through to ensuring the risk is placed with the most suitable insurance markets.

Stephanie Duran joined ANGEA in March 2026 in a new role as Deputy CEO. Stephanie brings 25 years of experience working as a foreign affairs specialist at the U.S. Department of Energy (DOE), where she led energy and national security initiatives.
Stephanie has dedicated much of her career to advancing international collaboration on carbon capture and storage (CCS). Most recently, as the Energy Attaché and Director of DOE’s China Office, she successfully restarted U.S.-China technical cooperation on CCS. She also managed international and external partnerships on carbon management for DOE.


Throughout her government career, Stephanie served in leadership roles in Washington and overseas as DOE’s representative in Beijing and Singapore. Upon leaving public service, Stephanie co-founded an advisory firm based in Singapore, which aims to position Southeast Asia as a regional hub for high-integrity carbon removal.
