Hanh Le is CEO of Empacte and an expert in carbon markets in Southeast Asia. She advises governments and businesses on carbon pricing instruments, emissions trading system (ETS) design, and Article 6 transactions.
 

Prior to Empacte, Hanh held senior leadership roles at the Rocky Mountain Institute (RMI) and the Global Green Growth Institute (GGGI), advancing regional energy transition initiatives. She has also advised the Asian Development Bank on carbon markets and ETS in Asia, and the Climate Bonds Initiative on sustainable finance policies, including the ASEAN Sustainable Finance Taxonomy. Earlier, she advised the New Zealand government on carbon pricing and CCS policies and has published on ETS and market mechanisms in Asia. She holds Master’s degrees from Sciences Po (Paris) and the Lee Kuan Yew School of Public Policy, NUS, and a Bachelor’s in Finance and Economics.
