Mike was also awarded by the Fund Managers Association of the Philippines (FMAP) as the Best Income Strategist (1st place for the third straight year) and the Best Economist (1st place in 2022; 2nd place in 2021 and 2023). The Department of Finance also ranked Mike as the closest in predicting the Philippine GDP growth in 3Q 2021 and in 2020, as well as the most accurate in predicting Philippine inflation rate in 2018 and 2019. His research expertise lies in bio-enabled construction materials, which primarily involves the upcycling of biological waste into sustainable construction materials that address environmental problems in the built environment and its immediate biosphere. In the past few years, he focused his attention on creating innovative biochar concrete that are stronger and more durable than normal concrete, even when deployed in marine environment or under high temperature. He is now working on materials that can absorb more CO2 and even particulate matters from indoor environment. An author of over 140 publications, he has won numerous awards, including the prestigious von Klitzing International Engineering Award 2022, which was established to honour the achievement of Klaus von Klitzing, who is the 1985 Nobel Prize winner in physics.

He has been intensively engaged for over 20 years in R&D of belite-based low energy & low CO2 clinker cements and led to the successful application of reactive belite-rich Portland cement in many hydropower projects of China. His recent research on calcined clay resulted in the development of energy efficient suspension calcining technology for thermal activation of clay.


He is now also visiting professor at University College London of UK and senior advisor of China Cement Association. He is also co-chair of WKG5 for Cement Innovation under GCCA and Fellow of ICT, UK. Before joining Sinoma, he worked at China Building Materials Academy (CBMA) since 1991 and as vice president of CBMA during 2006-2010.

Vergara is a Career Service Executive and is currently the Assistant Director of the Department of Public Works and Highways - Bureau of Research and Standards (DPWH-BRS). Armed with her license in Civil Engineering and a Master’s Degree in Public Administration, she has been rendering valuable service to the DPWH for more than thirty-eight (38) years in various capacities prior to her present designation. Worthy to mention is her eight (8) years assignment as the District Engineer in the three (3) District Engineering Offices in the provinces of Batangas (3 years), Laguna (3 years) and Rizal (2 years).

 

She has been instrumental in the completion of various DPWH-implemented infrastructure projects such as national and local roads and bridges, flood-mitigating structures, shore protections, water supply facilities; and convergence projects like public school buildings, evacuation centers, farm-to-market roads, and hospital and health centers in areas under her responsibility. With her experience, technical training, and exceptional leadership and management skills, she is now pivotal in guiding the BRS in conducting research on locally-available construction materials, evaluating new and innovative products, and developing standard specifications and comprehensive policies that will overall improve the quality and safety of government infrastructure projects.

Prior to his appointment in March 2024, Mr. Manlosa headed the company’s waste management unit Geocycle. Under his leadership, Geocycle further expanded Holcim Philippines’
network of local government and industrial partners to accelerate decarbonization and circularity of operations and strengthen support in sustainably managing the country’s wastes.


Mr. Manlosa led Holcim Philippines’ Davao plant from January 2020 to 2023. He also held various regional roles focused on industrial excellence for the Holcim Group in his more than a decade in the company. Mr. Manlosa placed seventh in the 2004 chemical engineering board examinations and graduated cum laude from the Mindanao State University in Marawi City.

He has actively campaigned for the establishment of the Philippine Green Building Council (PHILGBC), an initiative of business, industry, civil society and public sector leaders that promotes sustainable building practices to the property industry. Presently, the PHILGBC is the largest green building movement in the country.


He is one of the main proponents for the development of BERDE (Building for Ecologically Responsive Design Excellence) – the National Green Building Rating System. This scheme is being developed bearing in mind local contexts – including local climate, best practice in design and construction relevant to emerging economies.


Chris has worked independently with public and private organizations that promote appropriate sustainable practices and strategies to urban and rural settings. His technical expertise includes design, evaluation and project management of environmental management projects. He has also conducted site assessments, evaluations and design preparation for the establishment of solid waste management facilities at the provincial, city, municipal and barangay levels in several regions in the Philippines. He has developed and delivered training sessions on environmental management and sustainable building for several non-profit organizations. He actively contributes to several government programs and committees and has provided opinion
in the on-going development of policy in the area of sustainable building.


Chris believes that for sustainability to progress, solutions must be holistic. He is presently designing the nationwide campaign for Filipinos to ECOSHIFT. EcoShift is the shift from unsustainable practices to actions that are sensitive to environment.


Architect Christopher de la Cruz served as the Chairman of the Board of Trustees of the Philippine Green Building Council (PHILGBC) from 2007-2012 and is currently the President and Chief Executive Officer of the PHILGBC

JSWCL is a leading green building materials company in India with business interests in Cement, GGBS, Constructions chemicals and Ready-Mix concrete, and has lowest carbon intensity per tonne of cementitious product.

 

He is whole time director & CEO of Shiva Cement Limited (subsidiary of JSW Cement). He is also a director on the board of Global Cement & Concrete Association (GCCA) India chapter, in his personal capacity.

 

He is passionate about sustainable growth adopting state-of-the-art and new cutting-edge technologies and Innovative solutions and speaks at various global forums on these topics.

 

He is a Mechanical Engineering graduate from BITS Pilani, India and an MBA from Indian School of Business (ISB), Hyderabad, India.

Mr. Ilagan represents the Philippines in climate negotiations, on matters relating to loss and damage that include comprehensive risk management, technology transfer and development, capacity building, and climate finance. He shepherds the implementation of the Philippine Nationally Determined Contribution (NDC), and the development of the Philippine National Adaptation Plan (NAP), in the context of just transition and transformative climate actions grounded on innovation, inclusion and sustainability.

 

Since April 2022, Mr. Ilagan sits as Co-Chair of the Executive Committee of the Warsaw International Mechanism on Loss and Damage, United Nations Framework Convention on Climate Change. He heads the Secretariat of the Climate Change Commission’s National Panel of Technical Experts, the advisory body on the science of climate change provided under the Philippine Climate Change Act. He also facilitates the conduct of researches, studies and policy review on climate action, including the needed multi-sectoral consultations to align climate science to appropriate adaptation and mitigation actions to inform and influence national and sub-national strategies and programs, especially on the areas of inclusive action and just transition

 

Mr. Ilagan steers the implementation of the National Climate Risk Management Framework through the whole of government and society approaches supporting policy and investment planning decisions
