As managing director of the Bangkok-based law firm PUGNATORIUS Ltd., he is regularly involved in foreign direct investments in renewable energy projects. Dr. Eder advises foreign companies in the biomass and waste-to-energy sector how to enter the Thai markets in compliance with a  complex regulatory framework. 

Recent experiences include the feasibility study for waste-to-energy facilities, disputes on intellectual property, as well as the turnkey project for a bioethanol project. The law firm maintains close contacts to Thailand's Ministry of Energy, Department of Alternative Energy Development and Efficiency, EGAT, Thailand's Board of Investment, and other government agencies. Based on the law firm’s expertise in digital asset businesses, Dr. Eder encourages foreign investments to utilize blockchain-based technologies in Thailand's biomass and waste-to-energy industries.

He has worked in specialty areas ranging from jet engine design and development at Rolls-Royce Aero Engines, through to renewable jet fuel investment. Most notable in the renewable jet fuel arena is a 12 year tenure at Cathay Pacific Airways in Hong Kong, a portion of which was developing their renewable jet fuel program, resulting in the Airline achieving a world leading status in the category. This development program culminated in the Airline’s investment in Fulcrum BioEnergy that was an industry first for commercial aviation. Latterly, he was the architect behind a series of Farnasane powered flights from Toulouse to Hong Kong using brand new A350-900’s. This demonstrated the synergistic opportunity of utilizing low carbon footprint fuels on ultra-long range-fuel efficient airframes. Jeff oversaw the commercial activity and technical acceptance for the program.

Jeff exited the commercial airline field and joined the Fulcrum BioEnergy team to continue his passion for renewable jet fuel development. Based in the United Kingdom, Jeff is responsible for all of Fulcrum BioEnergy’s development activity in the UK, Europe and Middle East. Fulcrum BioEnergy produces low-carbon jet fuel from non-recyclable, residual waste that would otherwise end up in landfill or incineration.

His R&D activities focuses on waste to energy, waste to materials and contaminated sites remediation.  R3C’s primary focus is to address Singapore’s and region’s challenges in waste management through conducting various research and test bedding projects leveraging on strong industry participation and significance.

InfraCo Asia funds early stage, high-risk infrastructure development activities by taking an equity stake in commercially viable infrastructure projects that contribute to economic growth and social development.

Allard has over 25 years of strategic executive leadership experience in emerging markets and has successfully led and acquired infrastructure, energy and environmental companies throughout Asia.

Allard’s previous roles include CEO of Jindal AquaSource and Jindal Ecopolis in New Delhi, India; where he was responsible for the financing and implementation of India’s first large scale Integrated Waste to Energy Project in a PPP with the New Delhi Government, President Asia-Pacific with Covanta Energy Corporation, in Shanghai, China, the World largest Energy from Waste Company, Country Manager of Vermeer – Ballast Nedam, while based in Vietnam and responsible for Vietnam’s first sanitary landfill with bio-gas extraction and clean energy generation.

In his spare time, Allard lectures a Public Private Partnership Programme at Singapore Management University (SMU) and at the Project Finance Academy at the National University of Singapore (NUS).

Allard has served on the Board (as NED) of the International Project Finance Association (headquartered in London) since 2017.
He holds a BSc (Eng) in engineering management and an MBA in international business.
